Transformation of core business of municipalities

The Department of Housing, Local Government and Traditional Affairs is holding a two-day metropolitan retreat at Fish River Sun on 
September 04 and 05, 2000 to discuss transformation of core business of municipalities.

The objectives of the retreat are to develop a strategic approach on the core business of local government focussing on the establishment 
of a metropolitan in the Province of the Eastern Cape.

The following stakeholders were invited to attend the retreat: Port Elizabeth, Dispatch and Uitenhage TLCs, Western District Council, 
Provincial Members of the Executive Council, Provincial Working Group, Local Government Strategic Management Team (SMT), Municipal 
Demarcation Board (MDB), Johannesburg, Cape Town and Durban TLC, South African Local Government Association (SALGA), Eastern Cape Local 
Government Association (ECLGA) representatives from National and Provincial Government Departments as well as Labour groups such IMATU and 
SAMWU.

Province of the Eastern Cape Premier, Reverend Makhenkesi Stofile, will deliver a keynote address to open the retreat.

Housing, Local Government and Traditional Affairs MEC Gugile Nkwinti will outline the objectives of the retreat.

Local Government Strategic Management Team (SMT) members Herlu Smith and Dion Ramoo will lead the first session that will discuss the 
developmental and transformational core business of municipalities. Finance, Economic Affairs, Environment and Tourism MEC Enoch Godongwana 
will chair this session

Local government practitioners such as Durban Metros Nomusa Dube, SALGAs CEO Tabo Mokoena and Cape Town Metros NomaIndiya Mfeketo will 
lead discussions on political overview on the practical experiences on metropolitan councils.

Dr. Michael Sutcliffe of the Municipal Demarcation Board will give input regarding comparative study of metropolitan councils.

There will also be presentations on best and bad practices of the metropolitans. Professor R Haynes will deliver a paper on the political 
and socio-economic profile of PEDU Metro. Housing, Local Government and Traditional Affairs Standing Committee Member Gloria Barry will 
chair this session.

Jackie Manche, Herlu Smith and Raaghieb Najjaar will each make presentations on local government finances, legal framework and capacity 
assessment of local government respectively. Amathole District Council Chairperson Sakhumzi Somyo will be the chairperson of the 
discussions.

Welfare MEC Ncumisa Khondlo will chair the fourth and the last session that deals with the commissions and the way forward.

This retreat is very important in shaping the transformation of local government in the Eastern Cape as local governments have a critical 
role to play in reshaping and strengthening local communities, as the basis for a democratic, integrated, prosperous and truly non-racial 
society.
